ResourceQuota Needs Defaults

An admin added a ResourceQuota on requests.cpu and limits.cpu to namespace team-a. Now a Deployment there has 0 Pods and kubectl get pods shows nothing. kubectl describe rs shows failed quota: ... must specify limits.cpu for: app; requests.cpu for: app. The quota is far from full. What is the best namespace-wide fix?
