pulse answers curl 127.0.0.1:9198 on the server itself, but its container port mapping and the load balancer get "connection refused". Its config is /etc/pulse/pulse.conf and it is restarted with /srv/lab/bin/pulse-restart.

Task

Make pulse listen on port 9198 on every IPv4 interface.
It must still answer on 127.0.0.1:9198.
Change only the bind address; keep the port and the other settings.
