Fix a Broken Configuration

This machine has OpenTofu, the open-source tool that reads the same configuration language as Terraform. Run it as tofu (terraform runs the same program). There is no network: the local, random and null providers are already installed.

A colleague's pull request for /home/student/infra/courier fails in CI, which runs tofu fmt -check, tofu validate and then applies.

Task

• Fix the configuration so that tofu fmt -check -recursive and tofu validate both pass.
• Keep what it is meant to do: write /home/student/out/courier-banner.txt with the text Service courier — owned by platform followed by a newline, using the existing variables.
• Apply it.
